Is there any way I can lower the track voltage if my DCC system doesn't have the option built into it?

Yes. You can build a diode matrix similar to the one shown on the C&SFT | Electrics page. I was able to drop my track voltage from 26 down to around 17 volts using a diode matrix. They work very well.
